At the fifth Ministerial Conference on the Protection of Forests in Europe in November 2007 in Warsaw, it was proposed to examine the potential of a legally binding agreement on forests in the pan-European region. The MCPFE Expert Level Meeting, comprising 46 European states and the European Community, set out the Terms of Reference for a respective Working Group in order to prepare technical background for future considerations and decisions on this issue at political level. During 2008 and 2009 four meetings of the working group have been conducted in Athens, November 2008, Oslo, May 2009, Rome, September 2009 and Brussels, October 2009.
