At the FOREST EUROPE Ministerial Conference on the Protection of Forests in Europe, which took place from 14-16 June in Oslo,
Norway, European ministers made an historical decision and launched negotiations for a Legally Binding Agreement on Forests
in Europe. They also adopted European 2020 Targets for forests.
By launching negotiations for a Legally Binding Agreement on Forests in Europe, ministers responsible for forests confirmed
that sustainable management of Europe’s forests require a stable and efficient platform for coherent policy development and
implementation. The sustainability of Europe’s forests play an essential role in solving challenges like climate change and
protection of biodiversity and fresh water. Their vitality is also crucial to foster a green economy.
An Intergovernmental Negotiating Committee has been established with the mandate to develop a legally binding agreement on
forests in Europe. The established Bureau and nominated Chair will facilitate the work of the Intergovernmental Negotiating
Committee in fulfilling its mandate. The Intergovernmental Negotiating Committee aims at completing its work within end of
June 2013 and present its results to an extraordinary FOREST EUROPE Ministerial Conference. This conference will be organised
within six months after the conclusion of the negotiations, for its consideration and possible adoption and opening for signature.
The First session of the Intergovernmental Negotiating Committee for a Legally Binding Agreement on Forests in Europe, originally
schedulded for 21-25 November 2011 at the Palais des Nations in Geneva, Switzerland, is postponed. More information will be
available soon.
