At the FOREST EUROPE Expert Level Meeting held in March 2010 in Oslo, Norway, it was agreed to develop a vision, goals and targets for forests in Europe, as part of a package of decisions to be prepared for the Ministerial Conference in Oslo on 14-16 June 2011.
At the FOREST EUROPE strategic workshop on 21 May 2010 in Brussels, the vision, goals and targets were elaborated and thoroughly discussed. The discussion was based on a proposal by the General Coordinating Committee, which had been further developed through e-mail consultation with the signatories and observers of FOREST EUROPE in advance of the meeting.

The document reflects the outcome of the strategic workshop in Brussels, including written comments received after the meeting.
